Matt Rubbelke is a senior legal operations and outside counsel management professional with over a decade of experience driving cost efficiency, vendor strategy, and operational excellence across leading organizations.

Currently, Matt is the Sr. Manager of PayPal’s Legal Business Operations and Outside Counsel Management functions, where he oversees the department’s operating budget and leads a team spanning vendor management, legal project management, and workforce planning. Previously, he led Google's Outside Counsel and Legal Vendor spend management initiatives, where he drove large-scale spend transformations for Google's Global Affairs team. Prior to joining Google, Matt worked at an AMLaw 100 firm in Pricing and Legal Project Management. He leverages his firm experience in his role to enhance the relationship between PayPal and its vendors.
