Perla Khattar is a Doctor of Juridical Science (J.S.D.) candidate at the University of Notre Dame Law School, specializing in consumer digital privacy, AI governance, and emerging technology regulation. She is a lawyer, a Certified Information Privacy Professional (CIPP/US), and a Research Fellow with the Notre Dame–IBM Tech Ethics Lab, where her work focuses on responsible data procurement and emerging regulatory challenges for industry and government.
At IBM Research, Perla has worked on issues surrounding the responsible development and use of synthetic data, contributing to IBM’s thought leadership on the responsible generation and use of synthetic data. In addition, she has provided research support to Professor Paolo Carozza in his capacity as the co-chair of the Meta Oversight Board, conducting in-depth analysis on platform governance, consumer privacy, and digital rights.
Her research has been supported by the U.S. Department of State through a Fulbright Scholarship, IBM, the Kellogg Institute for International Studies, the Institute for Ethics and Common Good, and the Lucy Family Institute for Data and Society. Her scholarship has been published in leading journals and policy outlets, including Tech Policy Press and the Notre Dame Journal of Emerging Technology.
Khattar was named to the 2025 100 Brilliant Women in AI Ethics list. Perla regularly teaches and speaks internationally on privacy compliance, AI accountability, and the future of digital rights.
