Speaker Bio
Glenn Melcher
Vice President, Public Sector | Cimplifi
Glenn Melcher serves as Vice President, Public Sector at Cimplifi, where he provides strategic guidance to federal, state, and local government entities, government contractors, and non-profit organizations on eDiscovery processes and emerging technology applications.
Glenn brings over three decades of experience building and operating eDiscovery programs within federal government agencies. As Senior Special Counsel for eDiscovery and Information Governance at the Consumer Financial Protection Bureau, he established the agency's comprehensive eDiscovery program from the ground up, providing legal guidance on enforcement actions, investigations, information governance and data breach response. Prior to this, he created the eDiscovery office at the IRS Office of Chief Counsel, where he managed preservation, collection, review, and production across an organization of 100,000+ employees. His earlier career includes over a decade as a Senior Trial Attorney in the Department of Justice Tax Division, litigating complex cases against major corporations and partnerships. In addition, Glenn had the honor of serving his country as a United States Foreign Service Officer.
Glenn's government experience spans both enforcement and compliance perspectives—prosecuting cases while also advising agencies on discovery obligations, FOIA requirements, and data governance under resource constraints and political oversight. This dual perspective provides unique insights into how organizations navigate the collision of legal holds, transparency obligations, investigative demands, and operational realities.
Glenn also is an active participant in The Sedona Conference, serving on the brainstorming committee for an AI governance framework and the drafting committees for commentaries on legal hold management, government privileges and Rule 45 subpoenas. He also serves as a Legal Data Intelligence Architect in the Disputes and Investigations working group. He speaks regularly on the unique challenges at the intersection of eDiscovery and government operations.
Glenn holds a J.D. from Catholic University of America, an LL.M. in International Taxation from McGeorge School of Law, and is licensed to practice law in Maryland and the District of Columbia.
