Judy Dever recently joined the JLL legal team in 2021 as Director for Litigation and Employment matters. JLL is a Fortune 200 global commercial real estate services company, which also provides investment management services worldwide. In her role, Judy manages employment and labor litigation across the Americas for JLL and provides legal advice to JLL Human Resources partners and managers. Prior to joining JLL, Judy was Deputy Corporation Counsel of the City of Chicago’s Labor Division, from 2012 to 2021. In this roll, Judy managed a staff of twenty-five employees who represented City departments in employment discrimination claims, USDOL and IDOL investigations, union arbitrations, Illinois Labor Relations Board cases, and employee disciplinary appeals. Judy also provided legal advice to the City of Chicago commissioners and human resources partners concerning labor, employment, and collective bargaining matters. Her team developed personnel policies for the City of Chicago and conducted trainings related to labor, employment, and collective bargaining matters for attorneys and clients. More recently, Judy advised the team negotiating the federal consent decree between the Chicago Police Department and the Illinois Attorney General’s Office and advised City departments on all Covid related HR matters. Judy was also a labor and employment attorney for the Chicago Board of Education and a prosecutor for the Cook County State’s Attorney’s Office. She graduated from Loyola Law School in 1994 and received a master’s degree in Political Science from Loyola in 1997.
