Libby N. Massey is a Managing Deputy General Counsel for the Board of Education of the City of Chicago with responsibility for overseeing four legal practice area groups in the Board’s Law Department: Labor and Employee Discipline, School Law, Educational Policy, Records, and Ethics, and FOIA. Reporting directly to the General Counsel, Libby advises the Board, the Chief Executive Officer, and district senior leadership on organizational and risk management strategies, their implementation, and legal strategy. Prior to this role, Libby served as Deputy General Counsel over the Labor and Employee Discipline Unit for four years, where Libby supervised a team of attorneys who prosecuted employee misconduct and termination cases and represented CPS in labor arbitrations and unfair labor practice charges. Libby has served in the Board's Law Department for about 11 years. Libby has also worked in labor and employment in the private sector and Federal government. Libby is a 2023 graduate of the University of Chicago's Civic Leadership Academy where she earned a Certificate in Civic Leadership. Libby has a B.A. in International Relations and Political Science from the University of Wisconsin-Madison and a J.D. from the DePaul University College of Law with a certificate in Public Interest Law.
