As Head of Federal Regulatory and Investigations at Prudential, Eduardo is lead counsel in connection with significant inquiries and investigations involving state and federal securities regulators, FINRA, the Department of Labor, the Department of Justice, and the Federal Trade Commission, among others. Additionally, as anti-financial crimes counsel, Eduardo advises all lines of business and corporate center functions concerning anti-bribery and anti-corruption (ABC), anti-money laundering (AML), sanctions, whistleblowers, and internal investigations.

Prior to joining Prudential, Eduardo served as Senior Counsel with the Securities and Exchange Commission’s Division of Enforcement in New York and was a founding member of the Asset Management Unit. Before joining the Commission, Eduardo practiced commercial litigation at a leading Puerto Rico law firm.

Eduardo earned a Master of Law in International Business and Trade Law from Fordham University School of Law and a Juris Doctor degree from the University of Puerto Rico School of Law. He holds a Bachelor of Science degree in Management from Purdue University.
