London Luton Airport (LLA) is like a small city. It has its own shopping centre, chaplaincy, police force and contracts with multiple entities such as airlines, cleaning companies and transport providers. The stakeholder map for LLA is a complex one, with international shareholders (Spanish and Australian), a local authority freeholder and diverse, highly commercial, business partners.
