Maureen Delaney is the Chief Hearing Officer at the Financial Industry Regulatory Authority (FINRA). FINRA is a not-for-profit organization, overseen by the Securities and Exchange Commission, dedicated to investor protection and market integrity through the regulation of brokerage firms doing business with the public in the United States. As the Chief Hearing Officer, Maureen oversees the Office of Hearing Officers (OHO), FINRA’s “courthouse.” OHO is an independent office dedicated to providing a fair process to all litigants in matters that come before FINRA hearing panels. OHO also handles disciplinary matters for approximately 20 other exchanges and self-regulatory organizations, including the New York Stock Exchange. Maureen has been the Chief Hearing Officer since 2017 and, before that, served for eight years as a Hearing Officer.


Before joining FINRA, Maureen was a trial attorney with the U.S. Department of Justice, an associate at a mid-sized law firm, and an Assistant State’s Attorney in Maryland. She is a Certified Regulatory and Compliance Professional through the FINRA Institute at Wharton, University of Pennsylvania. She is also a Fulbright Scholar who taught courses pertaining to the U.S. legal system in South America.


Outside of her professional engagements, Maureen is committed to helping young women become leaders. She serves as the Advancement Chair for Boys Scouts of America Troop 248, an all-girls troop in Washington, D.C., led by and for girls.
