Renée Latour has more than 15 years of experience advising clients in international trade regulation and compliance matters, including complex cross-border and domestic issues involving export controls, economic sanctions, and national security reviews of foreign investment conducted by the Committee on Foreign Investment in the United States (CFIUS). Renée has extensive experience in the development and implementation of global compliance and training programs, conducting internal investigations and representing entities in enforcement actions, and negotiating national security agreements with the US government.
With expertise in US export controls and economic sanctions administered by the Departments of Commerce, State, and Treasury, Renée advises on international trade related matters related to the International Traffic in Arms Regulations (ITAR), the Export Administration Regulations (EAR), including anti-boycott regulations, and US sanctions programs administered by the Office of Foreign Assets Control (OFAC).

Renée also counsels on national security matters related to foreign investment and cross-border transactions, including national security reviews by CFIUS, the Defense Counterintelligence and Security Agency (DCSA), the Department of Energy, and other cognizant agencies. Renée regularly represents clients before CFIUS, including negotiation of mitigation measures and national security agreements, and in mitigating foreign ownership, control or influence (FOCI). Renée also advises on the foreign direct investment reporting requirements of the Bureau of Economic Analysis (BEA), and other trade and investment-related regulations in the context of mergers and acquisitions.

Renée advises clients on matters arising under anti-corruption and anti-bribery measures (U.S. Foreign Corrupt Practices Act (FCPA), UNCAC, and OECD Convention), including compliance counseling and investigations.
