Ashley Callen serves as Co-Chair of the firm’s Congressional Investigations Practice and is a member of the Government Controversies Practice, bringing 25 years of service in senior legal and oversight roles in the US Congress to her representation of clients engaged with the federal government. As a former top legal advisor to House Republican leadership, Ashley is trusted by clients navigating congressional inquiries, high-stakes public hearings, and complex oversight matters. Her deep knowledge of Capitol Hill—paired with strategic judgment and strong bipartisan relationships—makes her a go-to resource for managing the legal and reputational risks that accompany government investigations.

Throughout her career, Ashley has counseled top Republican leaders through some of the most politically sensitive and high-profile investigations in recent history, including presidential impeachment proceedings and pandemic-era oversight. She is known for her skill in preparing senior officials for testimony, designing effective investigative strategies, and providing steady guidance at the intersection of law, politics, and public scrutiny.

Before joining Jenner, Ashley served as General Counsel to Speaker Mike Johnson (R-LA) and as General Counsel to Majority Leader Steve Scalise (R-LA). She held senior investigative and leadership positions across several key House committees—including as Deputy Staff Director for the Oversight and Government Reform Committee under Ranking Member James Comer (R-KY); as Chief Oversight Counsel to the House Judiciary Committee under Ranking Member Doug Collins (R-GA); and as General Counsel and Oversight Subcommittee Staff Director at the Science, Space, and Technology Committee, and Deputy Chief Counsel for Oversight at the Agriculture Committee under Chairmen Lamar Smith (R-TX) and Mike Conaway (R-TX), respectively. She was also the lead Republican staffer on the Select Subcommittee on the Coronavirus Crisis working closely with then-Republican Whip Steve Scalise’s team.

Ashley began her public service career in the US Senate with her home-state senator and later served in the Office of the Air Force General Counsel where she worked on suspension and debarment cases. She earned her BA in English from the University of South Carolina and her JD from the Antonin Scalia Law School at George Mason University.
