Louise Flanagan is General Counsel at the Investment & Development Office, Government of Ras Al Khaimah. Louise is an experienced in-house and private practice lawyer with over 14 years of successful international and regional legal and management experience.
Prior to joining the Investment & Development Office in February 2018, Louise led the Wholesale Banking, Enablement and Dubai legal teams at First Abu Dhabi Bank PJSC. She joined the pre-merger legacy bank National Bank of Abu Dhabi PJSC (NBAD) in 2014 and during her time at the Bank she also led the Wholesale and International compliance team alongside the parallel legal team, covering 17 jurisdictions. Before joining NBAD, Louise worked in the finance practice of Herbert Smith Freehills LLP in Dubai which she joined in 2010. Before relocating to the UAE, Louise trained and practiced law at the UK’s leading magic circle law firm Slaughter and May.
In October 2016, Louise was awarded the prestigious International Financial Law Review Middle East Women in Business Law Award for outstanding work on the NBAD/FGB merger and for establishing one of the strongest in-house legal teams in the region.
