Kiran Scarr is General Counsel of Dubai Multi Commodities Centre (DMCC). DMCC, a strategic initiative of the Dubai Government, has firmly established Dubai as a leading centre for trading international commodities. It regulates, promotes and facilitates trade across a range of goods from gold, diamonds and precious metals to tea. It performs a range of roles to position Dubai as the preferred destination for global commodities trade and is three-time winner, ‘Global Free Zone of the Year’ award by Financial Times fDi Magazine. DMCC Free Zone is home to over 14,000 companies, 57,000 employees and 90,000 residents. Kiran oversees all legal, regulatory and compliance requirements arising from DMCC Authority’s role as licensing authority of DMCC Free Zone and DMCC’s role as operator and master developer of the DMCC Free Zone. Her role encompasses regulation of specialist sectors such as gold and rough diamonds and supervising authority over DMCC businesses which include a community management arm, a derivatives exchange and clearing house and a tea distribution centre. Kiran also heads up the DMCC Disputes Centre, whose offerings include workplace and commercial mediations. Before joining DMCC in 2014, Kiran was a career projects lawyer specialising in public-private partnership projects in emerging markets. She worked at global international law firms in UK, Australia, Singapore and Dubai. Kiran is passionate about the role empowerment plays in leading organisations and cites courage as the ultimate enabler.
