Thirosha Govender is a senior legal executive and Group Legal Manager at Concor Construction where she leads the group legal function across one of South Africa’s established construction and infrastructure businesses. She advises the executive team and Board on legal, contractual, governance and dispute-related matters while remaining closely embedded in the commercial realities of large-scale project delivery.

She has over 18 years’ experience across construction, infrastructure, energy and regulated industries, with extensive involvement in nationally significant projects, most notably the Medupi and Kusile Power Station Projects, with a combined value exceeding R450 billion. Her expertise spans contract strategy, claims and variations, insurance recoveries, dispute resolution and legal risk management within complex, multi-party project environments.

Thirosha’s role is firmly grounded in large-scale construction and engineering contracts, including NEC, FIDIC, JBCC and GCC forms. She has led high-value negotiations, overseen significant dispute portfolios and worked closely with project teams, external counsel, insurers and regulators to resolve matters pragmatically while protecting commercial outcomes.

In addition to running the group legal function, she provides strategic governance and legal risk input at executive and Board level. She is an admitted attorney of the High Court of South Africa, a member of the Institute of Directors South Africa, and an accredited mediator with Mediation in Motion Mediators (MiMM).

Thirosha has been recognised in The Legal 500 GC Powerlist South Africa for 2025 and 2026. She brings to the legal industry a practical, experience-based perspective on legal leadership in large infrastructure projects, dispute management and governance within complex organisations.
